In order to utilize effectively the limited energy resources of oil and gas on earth, we all need to control and manage physically its quality and quantity through accurate inspection at each node of trade and transportation. We at Shin Nihon Kentei Kyokai (SNKK) offer various services including oil/gas inspection based on the ISO and/or API rules and other international standards for our clientsf benefit and improved ecology worldwide.

Inspection of LNG/LPG for export/import

LNG (Liquefied Natural Gas) and LPG (Liquefied Petroleum Gas) evaporate at room temperature, so they are carried by special tankers built exclusively for their trade and transportation. When shifting cargo from shore tank to vessel or vice versa, it need be measured exactly by way of accurate tank tables and precision instruments aboard the tanker, in order to identify ullage, liquid temperature as well as gas temperature/pressure.? We at SNKK, as the independent 3rd party surveyor, do measure all these factors and certify the results of our finding. Simultaneously, we take samples, analyze them and certify the quality thereof.

Inspection of Crude Oil and Oil Products for export/import

When delivering these commodities for export/import, the practice in general is : --

  1. For vessel tanks
    To measure cargo quantity, take samples, check pre-loading cleanliness or post- unloading conditions, etc.
  2. For shore tanks
    To measure cargo quantity, take samples for quality analysis, etc.

We at SNKK, as the independent 3rd party surveyor, do perform these jobs exactly and issue certificates on the results of our finding. For petrochemical analyses, we have our own Analysis Center in major cities in Japan to render quick and dependable service for our clients.

Crude Oil Loss Control Survey

This is a comprehensive job to be performed by qualified experts only.

First, it takes to identify the quality and quantity of crude oil at destination based on ISO/API standards, then compare the data with those on the survey report issued by the origin (loading port) surveyor, to evaluate the overall attributes of the cargo and its logistics.

When the tanker arrives at a port of destination, the surveyor measures quantity and takes samples of both crude oil and free water, calculates used or remaining bunker, calculates VEF, and also checks and/or confirms ROB at time of sailing from origin loading port, ballast tanks condition, pumping system and COW(crude oil wash) etc.? At the same time the shore tank surveyor checks and/or confirms pipeline systems and its packing, peripheral functions of valves etc., then measures quantity of oil and free water, taking samples thereof, which are analyzed by our own Analysis Center experts.

The data sets so collected at destination are referred to those at origin and they are scrutinized and analyzed carefully to reveal the true picture of quality and quantity control throughout its journey. We accumulate these data in our Archive for further study and utilization, e.g., trend analysis by port, oil grade and/or season, to contribute for our clients to optimize their business.

Tank Calibration

Materials in liquid condition, like Crude Oil, LNG, Oil Products, Petrochemicals, Wines and Spirits, Fruits Juice and so on, are usually kept in large containers called gTankh. This gTankh has two basic functions as (1) CONTAINER to keep or carry liquids safely and (2) MEASURER to quantify liquid contents accurately. In case the gTankh is used as MEASURER, the depth of liquid content is input into the Tank Table to get its volume as an output, through the formula unique to each tank. The series of works to establish such formula in the Tank Table is called gTank Calibrationh.

We at SNKK provide our clients with accurate Tank Tables by measuring each and every part of the tank structure based on ISO/API rules as well as Japanese Customs standards.? In addition, we check and certify such information as date of construction, designed tank capacity and other data unique to each tank in order to ensure its due life cycle.

Measurement of Vessel Tanks and Special Tanks

Vessel tanks for LNG, LPG and/or other liquid cargoes differ in their shapes and structures depending on the size of vessel in question and the characteristics of the cargo intended to carry respectively. We at SNKK apply the most appropriate formula for each tank, based on ISO/API rules and standards. For uniquely shaped liquid tanks, whether on board a vessel or on shore, we can and will honor our clientsf requirement by applying our own improved method and formula.

Calibration of Meters/Instruments

In order to measure exactly the quantity of liquid cargo in tank, you need to know the depth (liquid level), temperature (and pressure in case of evaporated gas), for which you will have to have a dependable set of level meters, thermometers and/or pressure gauges etc. We at SNKK recognize the importance of these measuring instruments, and serve our clients by strictly controlled calibration, issuing certificates on their functional accuracy.

Inspection of Oil Products stockpiled in Japan

Our service is not limited to the above mentioned export/import items, but extended to domestic stock of oil products also. We inspect, analyze and certify the quality and quantity of crude oil and/or oil products stockpiled or transported within Japan for the benefit of all the parties concerned.?

Participation in Oil-related International Organizations

We have an expert representing SNKK in ISO and API, particularly in the International? Rules Draft Committee, so that our clientsf requirement be reflected in the new or revised rules and simultaneously they get the latest/useful feedback information in return..

We serve also as Secretariat for Japan office of ISO/TC28/SC6, which is known as the Committee on Petroleum products and lubricants - Bulk cargo transfer, accountability, inspection and reconciliation.
